ICDE seeks new Secretary General
We seek a new Secretary General for a full-time position from January 1, 2020. The application deadline is August 15 and we intend to come to an agreement with a well-qualified applicant before the end of September.
The Secretary General is responsible for the sound operation of ICDE in accordance with the legislative framework and international environment it operates. The Secretary General is also responsible for conducting the day-to-day management and all legal and financial matters of ICDE in accordance with the policies defined for ICDE by the Board of Trustees, Executive Committee and the mission and aims stated in the ICDE constitution.
Required qualifications and experience:
Qualification at master’s degree or above in a relevant field
Evidence of leadership and management in a complex organization
Evidence of coaching and providing professional development for team members
Progressive leadership experience with a minimum 5 years experience as a senior executive within an organization
Significant strategic leadership and management experience with demonstrated ability to manage resources in delivering on strategic initiatives
Demonstrable experience working with diverse international partners
Demonstrable experience in the field of education, preferably higher education
Evidenced extensive experience and credibility in distance education, online education and e-learning at a global level
Required competencies in:
Executive leadership in a global organisation
Resource management (budget, people, systems (eg. ICT tools for membership databases, office applications, internet communication, social media, collaborative work etc., and processes))
Strategy and direction (annual and 5-year strategic plans)
Services provision (membership recruitment, membership services, communications, bi-annual conference etc.)
Influencing and lobbying for international cooperation and relationships
High level emotional intelligence, communication and inter-personal skills
Self-management of complex and often competing workload demands
Problem solving, creative thinking and the ability to initiative and develop solutions
proficient level in both written and spoken English,
proficient level in both written and spoken Norwegian, Danish or Swedish
competencies in other languages are an advantage.

International Council for Open and Distance Education (ICDE) is a non-governmental, non-profit, and member driven organization in formal consultative relations with UNESCO. It serves as the global membership organization advocating online, open and flexible education. ICDE provides a global network for institutions, associations and individuals involved in this field, and have nearly 200 member institutions representing 70 countries and 15 million students.
In 2018 we celebrated ICDE’s 80th anniversary and 30 years of support by the Norwegian Government. ICDE reports to the Norwegian Agency for International Cooperation and Quality Enhancement in Higher Education (Diku). The Ministry’s guidelines for ICDE support is to promote the international work within distance learning and flexible learning.
ICDE’s Permanent Secretariat with 10 full-time and part-time employees is based in Oslo. The working language is English, and the organization shares offices with Flexible Education Norway (from July 2019) in Pløens gate 2B, Oslo, Norway.
