ICDE Celebrates its 80th Anniversary

In a few days, on the 22nd of August it will be exactly 80 years since the opening of the First ICCE International Conference held in Victoria, British Columbia, Canada. This event officially marked the creation of the International Council of Correspondence Education (ICCE), former name of the International Council for Open and Distance Education (ICDE).

I am delighted to be the current President of ICDE in the year of its 80th Birthday.  And, this truly is celebration of you, our members. Without your support over 8 decades we wouldn’t be here.

There are many anecdotes and pictures that we can share with and in this issue we are doing just that. We know there is more though so if you have a great story to tell or a fabulous photo send it to us. We will feature the best ones over coming newsletters.

The Secretary General took part in an Expert Advisory Group meeting in Bucharest, Romania 28 – 29 May. The Expert Group is appointed by the International Association of Universities, a sister-organisation of ICDE and a long time partner. 


Technology in higher education: opportunities for bridging divides

Universities in all regions of the world are providing online access to millions of students that would not have been included in quality higher education if left without the online opportunity.  Examples are University of Maryland University College, USA, UNISA in South Africa, Open University, UK, Universitas Terbukas, Indonesia, to mention a few.  Some started as online universities, like Open University Catalunya, Spain, the first online university in 1995. In the US, almost 40% of students take at least one course online.


ICDE well represented at the VI Cread Andes Convention and the VI Virtual Educa Ecuador Encounter

For the first time in history, the city of Loja, Ecuador, assembled speakers and participants from all world regions to an international conference on Evaluation, Certification and Accreditation of Higher Distance and Online Education. The conference took place from 29 May to 1 June, hosted by Universidad Técnica Particular de Loja (UTPL).

Foreword to the Report by ICDE Secretary General 

Late 2014, a dialogue started in Rio de Janeiro, Brazil. I visited universities collaborating in a consortium for online education, and I took note of the fact that by using a collaborative model the universities were able to reach out to a hundred thousand students more than represented in their own campuses. This led to a dialogue with the consortium president: observing the partly disruptive and innovative development in online, open, flexible and technology-enhanced education (OOFAT), would it be possible based on an analysis of a number of institutional cases, to collapse these cases into models? Or as said in the report, to identify emerging models of provision?


Creative Commons Summit 2018 – A Celebration of The Big Open

The annual Creative Commons summit was held in Toronto, Canada, the 13- 15 of April. The summit was sold out, and had attendants from 48 counties. 192 speakers held 110 sessions, celebrating open access to knowledge through open content. The broad engagement, for a larger collaboration between stakeholders and community members (The Big Open), was a recurring theme in both keynotes and in different sessions.  All panel sessions had members of both gender.

Brazil – a Country That is Gearing up its Innovation Capacity and Actions

Brazil is according to OECD is a world leader in individuals attending online courses, where 21 % attended in 2016. A possible reason contributing to that is that most federal universities in Brazil cooperate in mass educating almost 3 million health professionals (doctors, nurses etc.) in all parts of Brazil from the Amazonas to Sao Paulo.

New Reports and Findings: Job Destruction is Hyped

Three new reports provide important findings and suggestions on the impact from Artificial Intelligence and Cognitive technologies.  Thanks to BBC and Financial Times – new findings have got attention, represented with the fresh report “Automation, skills use and training” (OECD, March 2018). The report suggests that 14 % of the jobs in OECD countries are “highly automatable” which is far fewer than suggested by Frey and Osborne. 


ICDE Working Group on the Present and Future of Alternative Digital Credentials

ICDE invited members to submit an Expression of Interest for participating in the Working Group on the Present and Future of Alternative Digital Credentials. The working group has been appointed.


EPICA Project Launch 

For two days and a half the EPICA consortium gathered at Hunderfossen in Norway for the Project Kick-off meeting, the very first meeting gathering all consortium partners from Europe and Africa. EPICA is also known as the "Strategic Partnership for the Co-Design of an Innovative and Scalable ePortfolio".


The 2nd UNESCO-UNITWIN Work Conference held at Korea National Open University

Korea National Open University(KNOU), held the 2nd UNESCO-UNITWIN Work Conference with a theme of “Sharing Knowledge and Experiences of Delivery Methods for Distance Education,” in Seoul, Korea, on January 17-18, 2018. KNOU is the host institution of UNESCO-UNITWIN Network on “Sharing Knowledge and Experiences of Distance Education in Higher Education,” which was launched one year ago, at the 1st UNESCO-UNITWIN Work Conference.

New North-South-South project to be launched: EPICA

EPICA, funded by the European Union research programme Horizon 2020, is a project 2018 – 2020 coordinated by ICDE with 4 partners from Africa and 4 partners from Europe.  The project will develop and implement ePortfolio in Sub-Saharan Africa.

Open Education Resources are moving towards the tipping point and there is a great need for increasing impact from OER, removing barriers and pave way for massive use of OER.
