Carlos Alberto P de Oliveira
I graduated in Law from the State University of Rio de Janeiro (UERJ) and have a Master degree in Education from the Federal University of Rio de Janeiro. Since 1980 I have been working at the State University of Rio de Janeiro, today as Assistant Professor in the position of Deputy Director of the Multidisciplinary Institute of Human Development with Technologies (https://ifht.net.br).
I have been a Visiting Professor of the Postgraduate Program in Infectious and Parasitic Diseases of the Federal University of Mato Grosso do Sul in the discipline of "Ethics, Integrity and Responsible Conduct of Research and Academic Production" since 2016. I am individual member of the International Council for Open and Distance Education (ICDE); the Brazilian Association of Distance Education (ABED) - http://www.abed.org.br/site/en/ ; the University Network Association (UNIREDE) that gathers more than 70 federal public non-profit Brazilian HEIs - https://www.aunirede.org.br/portal/ ; and The Network - Towards Unity for Health - https://thenetworktufh.org.
Since the 1980s, I have been acting in municipal governments in four major areas:
1- management of public agencies
2- workforce development and management in the public sector
3- lifelong education of health professionals at the Brazilian Unified Health System
4- health systems management.
Since 2007, I have been developing professional and academic activities in technology enhanced educational offers for workers of the Brazilian Unified Health System and the main activities developed are: - Consultant of the TELELAB System of the Health Surveillance Secretariat of the Ministry of Health and the Federal University of Santa Catarina from 2012 to 2015 (https://telelab.aids.gov.br) ; - Researcher at “SABER-Educational and Social Technologies” at the Federal University of Pernambuco from 2015 to 2016 working with AI in educational activities (https://portal.sabertecnologias.com.br) ; - Researcher at FIOTEC to work in the Teaching-Service Integration at the Executive Secretariat of the Open University System of the SUS (UNASUS) from 2014 to March 2016 (https://www.unasus.gov.br) ; - Research fellow at the Laboratoty of Technological Innovation in Health (LAIS) of the Federal University of Rio Grande do Norte since March 2016 (https://lais.huol.ufrn.br) ; - Member of the National Coordination of the Rapid Response to Syphilis Project #SífilisNão of the Ministry of Health representing LAIS / UFRN, since 2018 (https://www.sifilisnao.com.br/index_desktop.html) .
Vision for ICDE:
I have been at the ICDE since the 90s of last century. I had the chance to see all the changes and evolutions that we have gone through. I have faced the changes between DE, to ODE, to enhanced education and all the technological possibilities to make the best we can do to the left- behind populations.
For the first time Education Enhanced, Distance and Open Education, the Open Movement (OERS, Open Science, Open Source, Open Data, Open Government) are agendas that have been directly or indirectly ICDE’s Agenda advocated at International Forums.
I am very happy to volunteer myself to go on advocating for this Agenda in Latin American countries and Lusophone, francophone and English speaking countries in Africa.
Also, I do consider these advocacies absolutely relevant for SGDs 3, 4 and 17 of Agenda 2030 and to spread the use of technologies in HE and health education in a Global South perspective.
As always, ICDE has done well in having representation from all parts of the world. Given the current makeup of the ICDE Executive Committee, I believe it is the right moment to offer myself as a candidate to represent the Global South. We are at the Countdown to 2030 and we do have to play relevant roles.
