The 2012 ICDE Standing Conference of Presidents (SCOP) meeting and Policy Forum took place 12-15 November 2012 in Dubai, United Arab Emirates, hosted by Hamdan Bin Mohammed e-University.

ICDE wishes to express heartfelt gratitude to Hamdan Bin Mohammed e-University for hosting the successful event.

Around 85 institutional leaders and other executives from 45 countries participated in the annual meeting for discussion of policies and developments in Open and Distance Education (ODE).

The theme for SCOP 2012 was ODE: Barriers, Opportunities & Strategies Forward - focusing on challenges and strategies for the implementation of open, distance and flexible learning.

Under the patronage of H.H. Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and President of Hamdan Bin Mohammed e-University (HBMeU), H.H. Sheikh Nahyan Bin Mubarak Al Nahyan, UAE Minister of Higher Education and Scientific Research, inaugurated SCOP 2012

H.E. Lieutenant General Dhahi Khalfan Tamim, Dubai Police Chief and Chairman of HBMeU's Board of Governors addressed the opening speech at the event. He noted that ICDE SCOP 2012 is the first global ODE conference held in the Arab world.

Prof. Tian Belawati, President of ICDE and Rector of the Indonesian Open University, highlighted that SCOP 2012 held in Dubai is an important step in strengthening the role of open and distance learning as one of the solid foundations of academic excellence in the Arab world and the world in general.

She also recognized the efforts of HBMeU in ensuring the success of this first-of-its-kind event in the Arab world, and she expressed her particular gratitude to Dr. Mansoor Al-Awar, the Chancellor of HBMeU and the SCOP Organizing Committee, for the excellent preparation to making SCOP 2012 a success.

In addition, she emphasized the commitment of all stakeholders to implement the recommendations developed during SCOP 2012, which continues to serve as an ideal venue for exchanging experiences in open and distance learning.
