Theme

The theme of “The building of the Learning City” has been a focus in education and society for some time. However, with the accelerating movement towards the globalization of the economy and the rapid urbanization in the developing world, the widening gap between and within nations, and the deteriorating environment, such a concept faces many new challenges and new opportunities which, in turn, require the formulation of new strategies.  The theme of both meetings, the ICDE-SCOP and the Forum is entitled: “The Building of the Learning City: the New Challenges, New Opportunities and New Strategies Facing Open and Distance Education” with the following three sub-themes:

(1)  Government policy, partnership building and the special mission of open and distance education

(2)  Meeting the growing and diversifying learning needs as well as special needs from marginal and disadvantaged groups

(3)  The building of public learning platforms and the application of Open Educational Resources

 

Objectives

·         To explore new challenges, new opportunities and new strategies for distance education institutions in building learning cities,

·         To exchange experiences and lessons on the unique role of open and distance education in the building of learning cities; and

·         To formulate new strategies and promote cooperation between ODL institutions in their missions of building learning cities.

 

The target participants

ICDE SCOP

SCOP 2008 is a one and a half day closed meeting for policy-level decision makers from ICDE member institutions and outside by invitation.

SCOP 2008 is a unique opportunity for Rectors, Presidents, and Chief Executive Officers of open and distance teaching universities from different parts of the world to meet in confidence and exclusiveness for exchange of information, sharing of expertise, benchmarking, building cooperation, and establishing advocacy activities.

 

Global Forum

The Global Forum on Open and Distance Education is an open academic conference. In addition to keynote presentations from top experts and scholars, UNESCO representatives, government officials and frontline teachers, there will be interactive discussion as well as case studies and an opportunity for a site visit.

Around 300-400 participants are expected, including more than 100 presidents/rectors/vice-chancellors with no less than 50 of them from abroad.

The Conference Secretariat is at Shanghai TV University with Prof. Wang Yi-bing, former Programme Specialist in Higher and Distance Education, UNESCO Asia and Pacific Regional Bureau for Education, Bangkok, as invited adviser, and staff from both the ICDE Secretariat and Shanghai TV University.

Registration fee

ICDE SCOP

·         The fee for the ICDE SCOP 2008 conference is US$500 for ICDE Members; US$600 for non-members.

·         Early Bird discount (20% reduction to the conference fee) ends on 19th September, 2008.

·         Registration fee excludes accommodation and travel expense but covers the cost for participation in related meetings and visit and optional tour on 21-22 October.

 

Global Forum

·         The fee for the Global Forum is US$300 for international participants; 1500 RMB for domestic participants.
