This short report on Information and Communication technologies (ICTs) in Higher Education was one of the background papers for the 2009 World Conference on Higher Education which had the overarching theme The New Dynamics of Higher Education and Research for Societal Change and Development.

The paper takes a global perspective but focuses particularly on the implications of ICTs for developing countries. It is addressed particularly to policy makers and institutional leaders.
