The role of UNESCO

UNESCO has developed the organizational and strategic framework for the OEP Register of organizations promoting quality and innovation through OEP. The Charter will comprise a self-assessment concept in the form of a maturity model for organisations, and peer-review.

UNESCO has also developed the OEP Clearing House for peer-review of open educational practices on the basis of quality criteria.

A quality framework for OEP has also been developed. This aims at assessing open educational resources in conjunction with and not separate from their OEP (usage concept and context) and focuses especially on aspects like learner autonomy, innovative, novel and open pedagogical approaches.

The quality criteria are validated through pilot reviews and collaboration with other existing repositories, so that these can also identify high quality OEP.

It is further envisaged that UNESCO will continue to contribute to the awarding of the OPAL Awards on an annual basis with EFQUEL and ICDE, and that the Consultative Group on OEP will be hosted on a sustainable basis through EFQUEL in collaboration with UNESCO. The aim is thus to concert initiatives and efforts existing in the EU with a view to connect them to international debate and make the EU a lighthouse region for OEP.
