In a change to the previously advertised programme, Dr. Mayaki will deliver the keynote address on the theme of Bridging the Development Gap.
A former Prime Minister, Minister of Foreign Affairs and Minister for African Integration and Cooperation of the Republic of Niger, Dr. Mayaki has an academic background in public administration. He gained his PhD in Administrative Sciences from the University of Paris I, France and prior to his political career worked as a Professor of Public Administration in Niger and Venezuela. From 2000 to 2004, Dr Mayaki was a guest Professor at the University of Paris XI, where he lectured on international relations and organizations, and also led the Research Centre on Europe and the Contemporary World within that university. In 2004, he was appointed as Executive Director of the Platform in support of Rural Development in West and Central Africa.
Dr. Mayaki became CEO of the New Partnership for Africa’s Development (NEPAD) Planning and Coordinating Agency in April 2009. NEPAD is a programme of the African Union, and works to develop an integrated socio-economic development framework for Africa.

Programme details
The 2010 ICDE Standing Conference of Presidents (SCOP) will be held on 14-15 September, preceded by a Policy Forum on 13 September. Both events will be hosted by the University of South Africa (Unisa) in Pretoria, City of Tshwane, South Africa.
The theme of SCOP 2010, Bridging the Development Gap, will encompass key issues that emerged out of the latest UNESCO World Conference on Higher Education, as well as the ICDE World Conference in Maastricht, and Shanghai and Barcelona Standing Conference of Presidents meetings.

Dr.MayakitookuphisassignmentastheCEOintheNEPADAgencyofficeinMidrand,SouthAfrica,on1stofApril2009.
Dr.Mayakibornin1951holdsaMastersdegreefromtheNationalSchoolofPublicAdministration(Enap),Québec,Canada,andaPhDinAdministrativeSciencesfromtheUniversityofParisI,France.HeworkedasaProfessorofPublicAdministrationinNigerandVenezuela.During1996and1997hewassuccessivelyappointedMinisterinchargeoftheAfricanIntegrationandCooperation,andMinisterofForeignAffairs.InNovember1997,hewasappointedPrimeMinister,afunctionhehelduntilJanuary2000.InAugust2000,hesetuptheAnalysisCentreforPublicPolicy
