Tianjin Economic-Technological Development Area (TEDA) was established in 1984 with the approval of the State Council of the People's Republic of China. It is one of the first state-class economic-technological development areas in the country. The city is also the hub of communications of North China and the gateway of the capital city Beijing.
The theme of the conference was: "The Key Factor of Distance and ICT-based Education: Quality". This conference aimed at raising discussions about the quality of distance and ICT-based education, possibilities for exchanges and collaboration among TV & radio universities, network colleges and self-taught examination systems, the different learning modes of distance and ICT-based education. Participation was around 250 persons.
The conference keynote was given by ICDE Secretary General Reidar Roll.
