SCOP 2010 will deal with the theme of Bridging the Development Gap and will encompass key issues that emerged out of the latest UNESCO World Conference on Higher Education, as well as the ICDE World Conference in Maastricht, and Shanghai and Barcelona Standing Conference of Presidents meetings.

From2000to2004,DrMayakiwasaguestProfessorattheUniversityofParisXI,wherehelecturedoninternationalrelationsandorganizations;healsoledresearchattheResearchCentreonEuropeandtheContemporaryWorldwithinthatuniversity.In2004,hewasappointedastheExecutiveDirectorofthePlatforminsupportofRuralDevelopmentinWestandCentralAfrica,theRuralHub,basedinDakar,Senegal,fromwherehewasrecruitedasNEPADSecretariatChiefExecutiveOfficer.Hewasappointedfollowingaselectionprocessthattookseveralmonthstocomplete,undertheauspicesoftheAfricanUnionCommission.
TheappointmentofDr.IbrahimAssaneMayakiwasannouncedbytheChairpersonoftheAfricanUnionCommission,H.E.Dr.JeanPing,duringthe20thSummitoftheNEPADHeadsofStateandGovernmentImplementationCommittee(HSGIC),onJanuary31,2009inAddisAbaba,Ethiopia.TheappointmentwasformallyendorsedbytheNEPADImplementationCommitteeandsubsequentlybythe12thAUAssemblyonFebruary2,2009.InFebruary2010,NEPADSecretariatwasrenamedNEPADPlanningandCoordinatingAgency(NPCA),
Dr.Mayaki,istheauthorofthebook,entitled"Quandlacaravanepassé..."relatinghispoliticalcareer.
Dr.MayakitookuphisassignmentastheCEOintheNEPADAgencyofficeinMidrand,SouthAfrica,on1stofApril2009.
Dr.Mayakibornin1951holdsaMastersdegreefromtheNationalSchoolofPublicAdministration(Enap),Québec,Canada,andaPhDinAdministrativeSciencesfromtheUniversityofParisI,France.HeworkedasaProfessorofPublicAdministrationinNigerandVenezuela.During1996and1997hewassuccessivelyappointedMinisterinchargeoftheAfricanIntegrationandCooperation,andMinisterofForeignAffairs.InNovember1997,hewasappointedPrimeMinister,afunctionhehelduntilJanuary2000.InAugust2000,hesetuptheAnalysisCentreforPublicPolicy
