(Oral feedback at SCOP 2009) EADTU wishes to cooperate with ICDE on the questions of quality OER and development. ICDE is recognized as a global platform for cooperation with regions, and EADTU is keen to continue work with distance education structures in African and Latin America through bilateral meetings with ICDE involvement.

While we understand and share EADTU’s passion for these areas, ICDE must be aware of its role in building connectivity through a multilateral approach whereby all regions are brought together. It is important that ICDE is not seen as an instrument of any one region. The Strategic Plan contains exactly what is being suggested, though this needs to be implemented in a measured and representative manner.

The strategic plan states that ICDE is committed to follow up the work of the ICDE Task Force on OERs by developing a strategy for enhancing OERs in an international setting.
The first step in doing this is through ICDE’s engagement in the OPAL Initiative (http://oer-quality.org/) on open educational practices which will focus on innovation and quality through the use of open educational resources. Although the project is funded by the European Commission, the involvement of ICDE and UNESCO underlines the international relevance of the research, and both ICDE and UNESCO have committed to stimulate and provide two-way traffic between the European and other international contexts.
