ICDE’s focus for the period of the strategic plan is higher education, though this doesn’t mean that our focus will not evolve. Although broadening our focus is currently beyond the capacity and energies we have, there is potential for evolution in the future. The OPAL Initiative (http://oer-quality.org/) has brought external funds into ICDE for the period 2010-2011, and includes partners from adult education, and indeed focuses both on higher education and adult education. The ranks of the ICDE membership are open to institutions and interested parties from all educational sectors, and the ICDE website aims - through contributions from users and members - to reflect the world of open and distance education as a whole. Decisions on the admission of new members to ICDE are made by ICDE’s Executive Committee. However, the organization does not exclude institutions as long as they can demonstrate that they are recognized and in good standing in their own country or region, and that they conduct their educational operations in accordance with codes of ethics in distance learning.
