UNESCO is the United Nations specialized agency mandated to provide the international coordination of the global drive to achieve education for all (EFA) and lifelong learning. Since its creation in 1945, the Organization has worked with a wide range of partners to make education a top priority on international, regional and national agendas, believing it to be key to social and economic development.

As the Preamble to UNESCO’s constitution reads, the States parties believed "in full and equal opportunities for education for all, in the unrestricted pursuit of objective truth and in the free exchange of ideas and knowledge".
