Norway Opening Universities (Norgesuniversitetet) is a national initiative for change and innovation in Norwegian higher education. The organization was established by merging The Norwegian Agency for Flexible Learning in Higher Education (SOFF) and The Norwegian University Network for Lifelong Learning (Norgesuniversitetet). NOUs main task is stimulating the development of lifelong and flexible learning in Norwegian higher education, generating and sharing knowledge and being a policy advisor for the Ministry in this field.
