HBMeU's mission is to re-shape education by providing a model of lifelong learning, including open access to short courses, executive development programs, certificate and diploma courses leading to accredited undergraduate and graduate degree programs. 

Capitalizing on its two major strengths of e-learning and quality, HBMeU offers a wide range of programs that meet the needs of learners in all sectors, including business, education, e-learning, healthcare and environment.

As the first e-learning institute to be licensed by the UAE Ministry of Higher Education and Scientific Research, HBMeU is keen to promote excellence in e-Learning in the Arab World through leadership, consulting, research and training services related to e-learning. Some of the initiatives undertaken towards this end are the establishment of the Middle East e-Learning Association (MEEA), a Middle East e-Learning Quality Framework (MeLQ), a biannual International Journal of Excellence in e-Learning, three annual e-learning events and a commitment to academic research as component of its strategic priorities.
