This report discusses the changes taking place in the higher education sector in Commonwealth countries and the challenges they face in their efforts to shape their higher education systems for the future. It will first discuss the increasing demand for skills in knowledge economies and the need for an expanded higher education sector, before going on to examine trends in the expansion of higher education in Commonwealth countries.

It will also analyse the globalization of higher education in Commonwealth countries, explore issues related to quality assurance in higher education and discuss the challenges facing higher education development in Commonwealth countries.
