Southeast Asia Region: Indonesia, Malaysia, Philippines, Thailand and Brunei.
The partners on the project were four higher education institutions in Europe and three institutions of SEAMEO in Southeast Asia (SEA):

CAE e-Learn (link to project lagret I F: EC/CAE/final report) was a two years project funded by the Europe-Aid Cooperation Office under the Asia Information Technology and Communication Programme and SEAMEO. It was an international cooperation project and it focused on the key areas of activity of Education & Society.
The proposal was based on the principles of the “Memorandum on Lifelong Learning” adopted for the European Commission in October 2000. The main objective of CAE e-LEARN was to set up an effective collaboration between the South East Asian and European partners involved, aimed at a future deployment of an online learning platform for Open and Distance Learning (ODL). This should be capable to support all the activities of an ODL operator, based on the solutions/products already available in the market or owned by the project partners. The development of a virtual learning model adjusted to SEA needs, priorities and requirements was then tested through the implementation of a pilot experience, using the online learning platform iAula developed by one of the European partners. The partnership also used a second virtual platform to validate the virtual learning model, as an element of comparison and reference.
As a pre-requisite, the partners analyzed in depth the Southeast Asian and European cultures and systems in open and distance learning, their values and pedagogical models, as well as their IT&C systems.
The virtual pedagogical model was defined based on the findings. The pilot experience was implemented in Indonesia, where the participants were selected according to certain criteria, from 3 institutions: SEAMOLEC, Bunda Mulia University and State University of Lampung. In addition, two workshops were conducted for SEAMOLEC staff to get acquainted with the iAula platform: “e-Authors and e-Trainers” and “iAula Administration”.
