Dr. Miller spoke on the theme of Emerging Models of Inter-Institutional Collaboration, and reactions to his paper were provided
by Vincent Ado Tenebe, Vice-Chancellor of the National Open University of Nigeria, Tian Belawati, Rector of Universitas Terbuka,
Indonesia, and Marta Mena, General Coordinator of the E-Learning Training Programme for Public Officials for the Cabinet of
Ministers of the Government of Argentina.
Discussions were then held among delegates on quality issues affecting successful collaborations and ways in which ICDE might work to help ensure quality.
A formal report on the outcomes of the Policy Forum is currently under preparation.
