Extract from media release about the ICDE Policy Forum

Governmental policy towards open and distance education around the world varies significantly, in some cases placing formal limitations on the use of non-traditional teaching forms, and often contributing to negative public perceptions of the value of qualifications obtained through online study or other distance teaching methods. In recognition of this, a Policy Forum was held on the first day of the meeting. An expert panel representing the USA, Latin America, Africa and UNESCO described and debated challenges to open and distance learning (ODL), and techniques which have proven successful in combating negative attitudes. Wider discussions were held among delegates resulting in calls for more vigorous advocacy work to increase appreciation of ODL within governments and broader alliances with businesses which benefit from the skills of ODL graduates, while also recognizing the need for improved teacher training and implementation of ODL to improve quality.
