NEPAD, which is a key voice in Africa in efforts to drive forward the eradication of poverty, works through its e-Africa programme to address legal, policy and regulatory obstacles in relation to the provision of cross-border infrastructure and services in Africa. NEPAD focuses particularly on the provision of ICT broadband infrastructure in order to open new windows of opportunity for African countries to accelerate economic growth and development. In his conclusions, Dr. Mayaki noted that there are eight aspects of the digital divide which Africa needs to address in order to bridge this gap. These are: access to ICT devices, the cost of ICT services relative to annual income, ICT skills, usability, the availability of relevant applications and information online, capacity to produce one’s own content, the availability of institutions that enable access and access to the governing institutions where the rules of the game are written.
